Philippines: Western Visayas authorities banning entry from Metro Manila and several other localities through April 10

Officials in Western Visayas region are enforcing an entry ban for travelers from Metro Manila; Bulacan, Cavite, Laguna, and Rizal provinces; and Cebu and Davao cities through April 10 to stem the spread of COVID-19. The Western Visayas region includes Aklan, Antique, Capiz, Guimaras, Iloilo, and Negros Occidental provinces. Officials said exemptions are possible for returning overseas Filipinos and state employees on authorized trips; it is unclear whether there are other exceptions in place. Returning overseas Filipinos will have to undergo COVID-19 tests and quarantine at designated facilities for at least seven days, in line with the nationwide protocols.

The central government has allowed the Western Visayas provinces to implement the modified general community quarantine (MGCQ), the least severe level of rules, through April 30. Companies can work on-site, though at-risk employees must telecommute. Most establishments may open with restrictions, including operating at a maximum of 50-percent capacity. Public transport can operate with distancing controls in place. Mass gatherings may occur at half of the venue capacity. Universities can conduct on-site activities with health protocols, while other educational institutions remain closed, with limited exceptions.

Local officials in several areas of Western Visayas may enforce stricter protocols on top of those mandated by the central authorities. A 22:00-04:00 nightly curfew is in effect in Antique Province, while Boracay island is enforcing a 23:00-04:00 nightly curfew. Several localities in Boracay island are enacting stringent movement restrictions and have issued passes to residents and visitors to show to officials when in public. Other localities may enforce similar measures if local COVID-19 activity increases.

Increased security measures are likely in place across the affected provinces in Western Visayas through April 10 to impose the curbs. Officials will probably set up checkpoints, especially along border cities, to enforce the protocols. Significant business and transport disruptions may occur for companies with employees and goods based in Metro Manila; Bulacan, Cavite, Laguna, and Rizal provinces; and Cebu and Davao cities.
