Indonesia: Increased security in place at airports in Papua Province as of April 15

Officials heightening security at airports in Papua Province, Indonesia, as of April 15. Localized traffic disruptions, delays possible.

Warning

Event

Officials have tightened security at all airports in Papua Province as of April 15 amid warnings that militant groups are attempting to disrupt flight operations. Authorities have deployed police to increase security measures. Officers will likely erect checkpoints at entrance points to airfields. Enhanced screenings inside the airport are also possible.

Localized traffic disruptions are possible when arriving or departing airports in the province. Security clearance delays could also occur.

Context

The heightened measures come after clashes between soldiers and insurgents at Aminggaru Airport in Ilaga District, Puncak Regency, the evening of April 11. Members of the armed criminal group (KKB) led by Guspi Waker also torched a helicopter at the facility the same day. Various KKB groups have stepped up attacks in Papua Province, including Intan Jaya and Puncak regencies, since early January. Armed organizations typically target Indonesian soldiers, police officers, and workers and facilities of foreign-owned resource extraction companies. Targeting flight operations is likely intended to thwart such businesses from operating in the region, as they heavily rely on air transport. Tensions between some people in Papua and Indonesian authorities remain high, with critics accusing the Indonesian central government of racial discrimination and not sufficiently developing the provinces' infrastructure.

Advice

Exercise caution while transiting airports in Papua Province. Heed the instructions of security forces. Carry identification documents and be prepared to show them to security personnel. Contact your airline or departure airport for further information regarding possible airport transit disruptions. Reconfirm flight times well ahead of departure. Allow extra travel time due to potential traffic and security clearance delays.
