Heightened security likely in Bujumbura Rural and Bujumbura Mairie provinces, Burundi, through end of October following security incidents.
Event
Authorities are likely to maintain a heightened security posture through the end of October in Bujumbura Rural and Bujumbura Mairie provinces, which includes the city of Bujumbura, following several security incidents in the region in recent weeks. Officials confirmed that a grenade attack in the locality of Vugizo, Mutimbuzi District, Bujumbura Rural killed at least four individuals, including the attacker, Sept. 28. Local authorities claimed that the incident was a result of a personal confrontation, though this cannot be independently verified.
Previously, grenade attacks occurred in several locations in Bujumbura Sept. 20 killing up to five individuals. Officials had claimed that the attack had a terrorist motive. This incident occurred just after the Red Tabara rebel group claimed responsibility for the attack targeting Melchior Ndadaye-Bujumbura International Airport (BJM) overnight Sept 18-19.
Heightened security is likely in the coming days as police investigate the incidents. Additional grenade attacks or similar security incidents cannot be ruled out.
Context
Grenade attacks occur with some regularity in Bujumbura. Similar attacks have occurred elsewhere in Burundi, at various times in recent years. Attacks may be politically motivated; assailants tend to target security personnel, entertainment venues, and the residences of local nationals.
The Red Tabara rebel group is opposed to the central government. It became active in 2015 and is based in the neighboring DRC's South Kivu Province. It is one of the most active Burundian rebel groups and carries out attacks on a regular basis.
Advice
Exercise increased vigilance while operating in the Bujumbura region. If possible, avoid crowded areas, including bars, pubs, public squares, bus stations, military installations, and other sensitive areas with a substantial security presence.
