Activists from the Citizens Against the Coup (CAC) group plan to stage protests across Tunisia Oct. 10 to denounce an alleged coup by President Kais Saied. On Oct. 9, former Tunisian President Moncef Marzouki voiced his support for the protests in a video shared on Facebook. In Tunis, organizers reportedly plan to rally along Avenue Mohamed V. Additional protest locations and meeting times remain unclear.

Authorities will almost certainly deploy additional security personnel to monitor any large protests that materialize Oct.10. Demonstrations could impact major road routes, including access points to ports of entry and exit. Transport and business disruptions are probable near protest locations. Clashes between security forces and protesters are possible, especially if protest participants are overly disruptive or fail to heed orders to disperse.

Context

President Kais Saied appointed Najla Bouden Romdhane as the country's new prime minister Sept. 29 following his decision to dismiss the country's prime minister, suspended parliament, and strip lawmakers of legislative immunity, July 25. The emergency powers have allowed Saied to rule without a prime minister and parliament. Saied has cited Article 80 of the Constitution, which grants the president emergency powers in the event of an imminent threat, as justification for his actions. His opponents have called the move a coup. However, Saied appears to have received popular backing, including from the Tunisian General Labour Union (UGTT), which represents over one million Tunisian workers.

Tunisia has a recent history of political instability. The country has had several governments since the Arab Spring in 2011. President Saied, who operates without a political party, was elected in 2019. During his term, Saied has attempted to expand the presidency's powers, bringing him into conflict with his opponents, including the Speaker of the Parliament Rachid Ghannouchi of the Ennahda party.
