Rwanda: Authorities amend COVID-19-related restrictions through at least Nov. 14 /update 33
Rwanda amends COVID-19-related restrictions and curfew hours through at least Nov. 14. Nationwide curfew in effect.
Event
The Rwandan government has issued orders amending certain COVID-19-related domestic and travel restrictions through at least Nov. 14.
Domestic measures
Effective Oct. 14, a nationwide curfew is in effect 00:00-04:00 while all businesses will be required to close at 23:00. In addition, the following measures apply nationwide:
Public transport operates at 75-percent capacity.
Restaurants and cafes may open at a reduced occupancy limit. Bars shall resume services gradually; only those vaccinated or possessing a negative test may enter the establishments.
Meetings and other gatherings such as concerts, festivals, weddings, or funerals, are permitted under strict health guidelines; participants may be required to undergo testing or present proof of vaccination.
Private businesses may operate at full capacity under health guidelines while public offices remain restricted to operating at 75-percent capacity.
Authorities continue to allow tourism activity subject to health-related protocols.
Gyms and fitness centers are open.
International Restrictions
Authorities also announced that fully vaccinated travelers will no longer be required to quarantine at their designated hotel upon arrival, while all travelers will be required to undergo PCR testing upon arrival.
Other restrictions on international travel remain largely unchanged. All international passengers must complete the Passenger Locator Form (PLF) before departure. Passengers arriving and departing Kigali International Airport (KGL) must present a negative result from a PCR test taken within 72 hours before departure; arriving individuals must upload the result with the PLF. All travelers arriving or transiting for up to 12 hours will be tested on arrival and pay USD 60 for expenses. Non-vaccinated travelers will need to quarantine at a designated hotel for 24 hours while awaiting results. Entry via land borders remains restricted; permitted land arrivals are subject to similar entry requirements.
Authorities typically review and update the nation's COVID-19 measures on a bi-monthly basis.
