Officials amend COVID-19 domestic and international travel measures in Rwanda effective Jan. 10. Nationwide curfew in effect.

Officials will amend select COVID-19 domestic and travel measures, effective Jan. 10. Domestically, people are required to be fully vaccinated to access most permitted gatherings, businesses, and services including, restaurants, bars, public transportation, and taxis; the government also requires all business employees to be fully vaccinated. Bars must close at 20:00. Public offices may operate at 15-percent capacity only, while private sector offices may operate at 30-percent capacity. Any kind of party or celebration is prohibited.

From Jan. 10, the government requires arriving passengers to quarantine for 24 hours on arrival at a designated hotel at their own cost. Passengers will be tested on arrival and on day three after arrival. Additional measures are included in the summaries, below.

Domestic Measures

  • The nationwide curfew applies 22:00-04:00. All businesses must close by 21:00.

  • Nightclubs and concerts are suspended.

  • Conferences and meetings may not exceed 50-percent capacity. All participants must be vaccinated and present a negative COVID-19 test at least 24 hours before the start of the event.

International Travel Restrictions

  • All arriving and departing passengers at Kigali International Airport (KGL) must provide a COVID-19 PCR test taken 72 hours before departure or arrival. All Rwandans departing from Rwanda must be fully vaccinated.

  • All international passengers must complete the Passenger Locator Form (PLF) before arrival.

  • Entry via land borders remains restricted; permitted land arrivals are subject to similar entry requirements.

Authorities typically review and update the nation's COVID-19 measures bi-monthly.

Follow all official instructions. Abide by national health and safety measures. Reconfirm all travel arrangements. Consider delaying traveling if experiencing symptoms associated with COVID-19, as they may prompt increased scrutiny and delays. Liaise with trusted contacts for further updates and guidance.
