American Samoa: Authorities declared Code Red, tighten restrictions through March 1

Authorities in American Samoa have declared Code Red, the highest in a three-tier system, and tightened various restrictions through March 1 due to increased COVID-19 activity.

Domestic Measures
All air and sea travel is suspended; it is unclear if any exception is in place. On-site activities at schools, public gatherings, and most government operations are suspended. Businesses can operate only 05:00-16:00 daily. Eateries can only provide takeaway services. Wearing masks is compulsory when in indoor locations.

Officials will probably impose heightened security measures at public facilities, especially transport centers. Transport and business disruptions are likely.

A state of emergency remains in effect through at least March 10; extensions are likely.

International Travel Restrictions
Authorities continue to ban entry for most travelers; the government is issuing Guest Worker permits for employees in specified industries. Prospective travelers must contact health staff for entry permission; authorities require inbound passengers to be fully vaccinated. Other than medical workers and fully vaccinated travelers, all arrivals must quarantine for 15 days. Officials also require vaccination for residents departing the territory. Commercial passenger flights remain suspended, though cargo, repatriation, and other specially approved flights are occurring.
