Officials are tightening security and extending curfew in Karnataka’s Shivamogga city through at least Feb. 25 due to religious violence following the murder of a Bajrang Dal activist. Movement outside residences is allowed 06:00-09:00 daily. The closure of educational institutions will continue through Feb. 25. Section 144 orders, which ban gatherings of five or more people, also remain in effect. The government has deployed hundreds of security personnel to the city. Extensions to the measures are likely if fresh violence occurs.

The security measures will likely prompt transport and business disruptions in Shivamogga. Businessowners may close their premises as a precaution. Members of Bajrang Dal and other Hindu groups may defy ongoing curbs to stage additional demonstrations demanding police action over the murder. Possible protest sites include government buildings, police stations, and prominent roadways. Targeted communal violence, as well as acts of arson and vandalism may occur. Security personnel will likely respond to gatherings and use force to disperse protests. Clashes between protesters and police are possible.

Shivamogga is approximately 140 km (87 miles) northeast of Mangaluru.

Context

Religious tensions have increased in Shivamogga following the murder of a member of the Hindu nationalist group Bajrang Dal Feb. 20; residents set fire to and vandalized Muslim-owned businesses during the funeral procession Feb. 21. Police fired tear gas to disperse the crowds. At least 20 were injured in clashes. The motive for the murder is unclear, though Bajrang Dal attributes the crime to communal reasons. Authorities claim the crime was due to personal enmity. Police are continuing investigations and have arrested six suspects. Protests and violence may continue in the short term, especially if police investigations in the murder are unsuccessful.
