Afghanistan: Tight security likely during possible Loya Jirga assembly in Kabul, from June 29

Tight security likely in Kabul, Afghanistan, for Loya Jirga reportedly starting June 29. Localized transport, commercial disruptions likely.

Warning

Event

Media reports indicate the Taliban government will hold a Loya Jirga - a traditional consultative gathering of tribal elders, clerics, and community representatives - in Kabul starting June 29. Over 3,000 delegates are slated to attend the gathering, typically lasting three to seven days. The event will occur at the Loya Jirga tent near the Kabul Polytechnic University in Police District 5 (PD 5).

The threat of terrorism is severe in Kabul; the Loya Jirga has been the target of previous militant attacks, including a 2018 suicide bombing claimed by the Islamic State. Security forces will almost certainly deploy to possible target sites, including the event venue, administrative buildings, security installations, and transport hubs. Transport disruptions are likely due to checkpoints, roadblocks, and security cordons along roadways leading to the event venue. Vehicle, home, and personnel checks are probable in the vicinity. Businesses may close; authorities have declared public holidays during previous Loya Jirga gatherings. Protests - especially by women's rights groups - are possible near the event venue, though they typically remain small and are quickly contained by security officials.

Context

Taliban leaders have called for the Loya Jirga to discuss issues of national importance with community representatives. Civil organizations have criticized the apparent exclusion of human rights activists and females, despite earlier assurances by Taliban officials to include all sections of society in the consultation.

Advice

Exercise caution around sensitive areas. Confirm business appointments. Allow additional time for travel due to security-related disruptions. Heed all instructions from security personnel.
