Heightened security, protests, and sporadic clashes will likely continue across Kenya through at least late August after Azimio la Umajo-One Kenya Coalition party leader, Raila Odinga, rejected the results of the presidential election, Aug. 16; he has alleged fraud. Odinga vowed to pursue legal means to challenge the decision. The Independent Electoral and Boundaries Commission (IEBC) declared Kenya Kwanza Alliance party leader, Willian Ruto, as the winner on Aug. 15, taking 50.5 percent of the vote. Following the announcement, protests have been reported in multiple parts of the country, rejecting the result of the polls. Further demonstrations are likely, particularly in Odinga's stronghold areas in Nairobi, Mombasa, and Kisumu counties.

Security personnel are almost certain to deploy to and disperse disruptive protests. Police will likely fire tear gas and rubber bullets to disperse crowds and could fire live ammunition if significant violence takes place. Counter-protests may also occur by supporters of Ruto. Commercial and traffic disruptions are likely near any protest sites. Authorities could shut down communication networks if significant violence takes place; social media is often used to coordinate protests.

Context

Kenya has a history of election-related violence, and violence already occurred in several locations during the primary elections and campaign period. Some incidents of violence and attacks on candidates were reported during rallies. The National Cohesion and Integration Commission (NCIC) has identified Nairobi, Mombasa, Nakuru, Kericho, Kisumu, and Uasin Gishu counties as possible hotspots for violence.

If operating in Kenya, exercise increased personal vigilance. Avoid all demonstrations and associated gatherings due to the possibility of violence. Keep away from areas where security personnel appear to be deploying. If clashes break out nearby, take shelter in a safe, nongovernmental building. Heed all instructions from security personnel, and allow additional travel time near gatherings. Maintain contact with your diplomatic representation.
