Canada: COP15 summit and related meetings to take place in Montreal Dec. 7-19

Canada to host COP15 Summit and related meetings in Montreal Dec. 7-19. Tight security, disruptions almost certain; protests likely.

Informational

Event

Canada will host the 15th United Nations (UN) Conference of Parties (COP15) and related meetings at the Montreal Convention Centre (Palais des Congres de Montreal) in the Old Montreal district of Montreal, Quebec, Dec. 7-19. The conference will focus on coordinating international efforts to preserve biodiversity. At least 20,000 people, including leaders and delegations from around 195 nations, will attend the event.

Authorities will bolster security in Montreal, particularly around the summit venue and other sites hosting official events, Nov. 29-Dec. 20. Officials will deploy additional police officers in Montreal during the summit and impose traffic restrictions, with heavy barriers, on the following streets as a precaution through Dec. 20:

  • Place Jean-Paul-Riopelle

  • Saint-Antoine Street

  • Saint-Urbain Street

  • Viger Avenue

Additionally, authorities will close the Place D'Armes Metro Station Dec. 1-20 and alter bus service routes.

Road closures and traffic delays are likely in the vicinity of the event venues, particularly during the arrivals and departures of delegates.

Attendees will probably arrive and depart via Montreal-Pierre Elliot Trudeau International Airport (YUL). Increased security at YUL during the summit may lead to possible congestion and delays in clearing customs and security screenings.

Protests are likely in the lead-up to and during the summit throughout central Montreal. Demonstrators may block and/or march along roadways, prompting localized transport disruptions. Localized business disruptions are also likely. Security forces will probably monitor any demonstrations that materialize and may attempt to disperse disruptive gatherings. Clashes between activists and police and acts of vandalism are possible.

Advice

Allow additional time for transport in Central Montreal Nov. 29-Dec. 20; plan for transport disruptions. Confirm appointments. Avoid demonstrations as a precaution. Follow all instructions from security personnel.
