Authorities imposed a state of emergency in Ar-Raqqah city, in the namesake governorate, following an Islamic State (IS)-led attack earlier Dec. 26. Local officials stated that five militants, two of which were suicide bombers, carried out attacks against security posts and checkpoints near a detention center for militants. One suicide bomber detonated his explosives, killing six security personnel from the Syrian Democratic Forces and wounding several more. Authorities detained the second suicide bomber and killed another attacker. In the wake of the attack authorities reportedly put the city on lockdown in an attempt to track down the remaining attackers.

Increased security measures are almost certain in the city as authorities investigate the incident. Officials could enact additional security measures, including security force deployments, curfews, and checkpoints. Localized transport and business disruptions are likely. Further attacks could occur in the coming days and weeks.

Context

The attack demonstrates that IS, despite its territorial losses, possesses the manpower and materiel to launch attacks in Syria. IS will likely remain a threat in Syria so long as the Syrian government fails to consolidate control across the country. IS will also likely continue to operate decentralized militant cells in eastern, northern, and central Syria for the foreseeable future.
