While the 2024 Summer Olympic Games are almost certain to continue building on the Olympic Organizing Committee’s explicit commitment to support LGBTQ inclusion, the event will also pose some security challenges for LGBTQ athletes and travelers, as they may face an elevated threat of harassment and discrimination from anti-LGBTQ groups and individuals.
Increased visibility and support for LGBTQ community may increase threat of harassment and assault during Paris Olympics
One of the factors that will increase the visibility and support of the LGBTQ community at the Paris Olympics is the amendment of the Olympic Charter in 2021, which allows athletes to express their views and advocate for social justice causes without being penalized for political, religious, or racial propaganda. The Paris 2024 Organizing Committee has stated that athletes may use their platform to advocate for social justice, including issues of transphobia and homophobia in sports. The Paris 2024 Organizing Committee has also stated that it will create an LGBTQ-specific space on the Seine for LGBTQ fans and athletes, in partnership with Pride House, a global initiative that promotes LGBTQ inclusion in sports.
However, these developments may also provoke negative reactions from some segments of society, especially those who hold conservative and religious views on sexual orientation, gender identity, and gender expression. France is generally considered one of the most LGBTQ-friendly countries in the world, with strong legal protections and enforcement of LGBTQ-related laws, but it is not immune to anti-LGBTQ violence and discrimination. The US State Department issued a worldwide alert in May 2024, citing the “increased potential for foreign terrorist organization-inspired violence against LGBTQI+ persons and events.” The alert did not mention a specific terrorist organization or event, but it highlighted the risk of attacks during Pride Month and other LGBTQ gatherings. The alert will likely remain relevant for the Olympic Games, as they will attract many spectators from countries that are less accepting of the LGBTQ community, as well as increased media attention and public debate on LGBTQ issues, particularly the inclusion of transgender athletes competing in women’s events
LGBTQ Risk Mitigation Measures
LGBTQ athletes and travelers should take risk mitigation measures to ensure their safety and security during the Olympic Games.
- Suggested advice includes:
- Follow all official instructions.
- Maintain situational awareness in areas with known LGBTQ establishments.
- If you are in a dense crowd and you do not see any crowd control measures, consider getting out. If you feel the crowd begin to sway, wait until it stops moving and navigate your way to safety.
- If you are faced with a violent or potentially violent situation, immediately seek shelter in upscale hotels or large public buildings, such as libraries, theatres, hospitals, or museums.
- Report all suspicious persons or packages to the authorities immediately.
- Understand local expressions and words that may indicate a derogatory view of LGBTQ individuals.
- Take caution if engaging others in conversations about sexuality or LGBTQ issues. Only do so with well-vetted acquaintances in safe locations.
- Exercise caution when using dating apps, as LGBTQ individuals have previously been targeted for assault and extortion through fake dates on social media or dating apps.
- Travelers should research the cultural attitudes towards LGBTQ individuals at their specific destination to understand the potential risks of engaging in same-sex public displays of affection.
The 2024 Summer Olympic Games in Paris will be an opportunity to celebrate the diversity and inclusion of the LGBTQ community in sports and society, but it will also require vigilance and awareness of the potential security threats that LGBTQ athletes and travelers may face. By taking some precautionary steps and being respectful of the local culture and laws, LGBTQ individuals can enjoy the Olympic Games and support their favorite athletes in a safe and secure manner.
