Chad: Clashes continue in Tibesti November 12-13 /update 1

Event

Clashes between Chadian security forces and a local self-defense group continued in the Tibesti region's Miski department on Monday, November 12, and Tuesday, November 13. Casualties have been reported, although the exact number remains unknown.

A heightened security presence is to be anticipated in the region in the near-term. Further clashes are possible in the coming days.

Context

Clashes first broke out on November 10, resulting in the deaths of three people; several other people were wounded. The self-defense group was created to protest military operations in the area, seen by some locals as punitive. The group stated that it was considering forming an alliance with rebel forces present across the border with Libya.

In August, the Chadian military deployed additional forces to the country's border with Libya to prevent incursions from rebel groups operating in Libya and opposed to Chadian President Idriss Déby. The operations were also in response to a series of clashes that took place between illegal miners and security forces earlier in the month. The arrival of illegal miners in recent years has fomented unrest with locals. Furthermore, a number of people in the area have been protesting the perceived appropriation of gold mining revenues Déby's relatives.
