DRC: High tensions in Lubumbashi December 5

High tensions between local residents and security forces following armed men attack in Lubumbashi December 5; unrest possible

Warning

Event

High tensions were reported between security forces and local residents in the district of Katuba, located south of the city of Lubumbashi (Haut-Katanga province), as of Wednesday, December 5, following attacks by unidentified armed men the day prior. The assailants reportedly ransacked several parcels, and fired shots at people, before fleeing. Following the violence, the population reportedly threw stones at security forces deployed to the area, insisting that an investigation should be launched. Security forces responded by dispersing angry residents with tear gas. Further skirmishes between local residents and security forces are possible in the coming hours and days, as the situation remains unresolved.

Context

The Congolese government's limited presence in the eastern provinces and the presence of numerous armed groups, as well as local self-defense militias (Maï-Maï militias), have led to continued insecurity in the area.

Advice

Individuals in the area are advised to monitor developments to the situation, avoid the affected area, and adhere to any instructions issued by the local authorities and their home governments.

The political and security situation in DRC is complex. Although travel is permissible in some areas, other areas should be considered off limits. Professional security advice and support should be sought prior to travel.
