Peru: Police clash with protesters in Lima November 10 /update 1

Event

Police clashed with protesters outside the Congress building in Lima on Tuesday, November 10. Angry demonstrators gathered during the swearing-in ceremony for Speaker of the Congress Manuel Merino, who will act as president following the impeachment on Monday, November 9, of President Martin Vizcarra. Police used tear gas and water cannon to keep the demonstrators back from the building.

Further protests associated with the removal of the president are likely in Lima and across Peru in the near term. Any demonstrations will likely be accompanied by a heightened security presence and further clashes between participants and law enforcement officers cannot be ruled out.

Context

Vizcarra was impeached at the second attempt on Monday following a previous failed motion on September 18. The impeachment concerns allegations he took bribes whilst governor of Moquegua region between 2011-2014. The independent candidate has enjoyed a rocky relationship with Congress since he became president in March 2018 and dissolved the chamber in 2019 after claiming it was obstructing his anti-corruption agenda. Despite the allegations against him, Vizcarra retains some popular support due to his reform attempts and many accuse Congress of plotting to oust him.
