Ethiopia: Overnight curfew remains in place in Metekel Zone as of Jan. 17
As of Jan. 17, indefinite nightly 1900-0600 curfew remains in place until further notice in Metekel Zone, Ethiopia, due to recent violence.
Event
As of Jan. 17, authorities are maintaining an overnight 1900-0600 curfew in Metekel Zone, Benshangul-Gumuz Region, until further notice. Authorities have taken the action due to persistent insecurity stemming from banditry and communal violence.
Local authorities will almost certainly maintain increased security measures in Metekel Zone in the coming days. Officials may impose movement restrictions and establish checkpoints. Restrictions may be expanded should violence continue. Locals opposed to the measure may stage protests; security personnel will likely move forcefully to disperse any such gatherings that may materialize.
Context
Long-standing disputes over land and other resources are turning deadly as titular ethnic groups in Ethiopia's regional states clash with large ethnic minorities and attempt to push them into bordering regions bearing their ethnic name. Metekel Zone borders Amhara Region and has experienced recurrent cycles of retaliatory violence. In the most recent incident, gunmen killed up to 80 civilians and injured 22 others in an attack on Balite Kebele, in Metekel Zone's Debate District, Jan. 12. Federal government spokespersons have attributed the attack to militants from the Oromo Liberation Front (OLF) in conjunction with Tigray Peoples' Liberation Front (TPLF) fighters; however, this remains unverified at present.
Local security forces have long been suspected of playing a role in incidents of ethnic violence in Benishangul-Gumuz region. Ethiopia remains beset by myriad small-scale conflicts taking place over limited areas and often comprising an ethnic dimension.
Advice
Strictly comply with the curfew and heed other instructions from local authorities. Remain courteous and cooperative if stopped by security personnel. Avoid all demonstrations as a precaution. If violence breaks out, leave the area immediately and seek shelter in a secure non-governmental building. Confirm deliveries and plan for potential shipping delays. Consider alternative shipping methods for time-sensitive cargo.
