Nepal: Dissident NCP members call for marches and protest in Kathmandu 1200 Feb. 10

NCP faction to hold marches, protest in Kathmandu, Nepal, 1200 Feb. 10. Increased security, transport disruptions likely; clashes possible.

Warning

Event

The dissident faction of the Nepal Communist Party (NCP), led by chairman Pushpa Kamal Dahal, has called for a protest at Sundhara, Kathmandu, from 1200 Feb. 10, to denounce the recent dissolution of parliament. Hundreds to thousands of participants will march from Jamala, Keshar Mahal, Maitighar, Pulchowk, and Tripureshwor to the main protest venue from late morning.

Officials will likely deploy additional security personnel along march routes, at the protest venue, and near any unannounced gatherings. Unplanned demonstrations are most likely at public squares, political party offices, and outside government offices. Clashes between police and demonstrators are possible, especially if police forcibly disperse gatherings. Violent confrontations between members of rival political groups may also occur. Transport disruptions are probable in central Kathmandu for the protest's duration due to possible blockades by police and activists. Traffic disruptions are most likely along Kanti Path, Kupondole Road, Ring Road, and Tripura Marg.

Context

Prime Minister K. P. Sharma Oli, who is facing pressure to resign from opposing factions within his own NCP, as well as opposition parties and civil groups, obtained presidential assent to dissolve parliament in December 2020. The move, which came hours after several lawmakers filed a no-confidence motion against his government, is facing legal challenges and public protest for inadequate grounds. Political protests will likely continue in the medium term and could result in sporadic and localized violence.

Advice

Avoid all protests due to the threat of clashes. Do not navigate roadblocks; plan for travel delays and detours to avoid demonstrations. Use caution around government buildings, public squares, political party offices, and other popular rally sites. Confirm all business appointments, deliveries, transport arrangements, and road conditions in Kathmandu Feb. 10. Heed all security and traffic advisories.
