The outlawed splinter faction of the Communist Party of Nepal-Maoist (CPN-M), led by Netra Bikram "Biplav" Chand, has called for an anti-governmental protest in Butwal, Feb. 18. Butwal is located in Lumbini Province's Rupandehi District, approximately 20 km (12 miles) north of Siddharthanagar. Supporters of CPN-M and three other allied left-wing parties will participate in the action; dozens to a couple of hundred attendees may gather. Organizers have not publicized the exact venue and timing for the demonstration. Possible rally sites include government buildings and public squares. Police usually use force to disperse large crowds and detain activists. Moreover, CPN-M typically utilizes minor bombings and shootings as a protest tactic.
