Groups led by the Forum of Chadian Civil Society Organizations (FOSCIT) plan to hold nationwide protest actions on April 30 and May 1 to condemn the deaths of several activists during a recent anti-government demonstration. FOSCIT is calling on supporters to stage a ville morte (stay-at-home strike) and national day of mourning on April 30; the action will be followed by street protests across Chad on May 1 to demand the return to constitutional government. While organizers have as yet announced no specific locations or times for rallies on May 1, the largest gatherings will probably take place in prominent public squares and near government offices in N'Djamena.

Authorities will almost certainly maintain an elevated security posture until the protests abate. Increased security measures, such as roadblocks and additional checkpoints, are likely in major urban areas and will probably prompt localized transport disruptions. Clashes between protesters and security forces are likely due to heightened political tensions.

Context

Chad's political and security environments have degraded in the past 10 days following the announcement of longtime President Idriss Deby Itno's death, April 20. The appointment of the late president's son, Mahamat Deby Itno, as the head of the transitional military council (CMT), along with the suspension of the constitution and the National Assembly, sparked nationwide protests on April 27, during which at least five activists died in clashes with security forces.

Avoid all demonstrations and large concentrations of police if traveling in Chad, and especially N'Djamena, May 1. Seek updated information on route and destination security and road conditions before conducting ground movements. Leave the area immediately if crowds form or violence occurs.
