Violent demonstrations reported in 7th and 9th Arrondissements in N'Djamena, Chad, April 27. Protests possible through at least April 28.

Warning

Event

Violent protests have been reported in the 7th and 9th Arrondissements of N'Djamena during the morning of April 27. Security forces have reportedly used tear gas and live ammunition to disperse protesters and some casualties have been reported. Several routes have been blocked, including national highways. Similar demonstrations in the city of Moundou have been dispersed by the security forces, with at least one fatality reported.

The demonstrations follow a call by opposition activists to protest in N'Djamena April 27 and 28 to denounce General Mahamat Idriss Deby Itno's Transitional Military Council (Conseil militaire de transition, CMT). The CMT was established to govern the country following the death of President Idriss Deby Itno during confrontations with the Le Front pour l'Alternance et la Concorde au Tchad (FACT) rebel group April 19. The opposition has called for a national dialogue and a return to the constitutional order. They have also denounced France's support for General Deby. Precise protest locations have not been announced.

Heightened security is almost certain to remain in place across Chad through at least April 28. Further demonstrations, which could occur along major roads, in public squares, and near government buildings in the capital, will likely result in localized ground travel disruptions. Clashes between protesters and the security forces are likely to continue if demonstrators ignore officials' orders to disperse or if they gather without permission. Opposition protests are likely to persist in the coming weeks in N'Djamena and possibly other towns in response to ongoing political developments. Protests could escalate if the CMT maintains control of the government for an extended period, if violence occurs at any opposition protests, or in response to any further FACT-related activity.

Advice

Exercise heightened caution in N'Djamena April 27 and 28 and in the coming weeks. Liaise with trusted contacts for updates on the security situation. Avoid all protests and concentrations of security personnel. Maintain contact with your diplomatic representation.
