Authorities in Ethiopia have declared a state of emergency in the southern part of the Amhara region in response to recent clashes between the Amhara and Oromo communities in Ataye, Northern Shewa, and several other areas in Oromia Special zones. The latest episode of communal violence erupted in Ataye on April 16, reportedly leaving at least 18 people dead and an unspecified number of others injured. The exact cause of the clashes is unclear; however, local sources suggest that the fighting may have been in reaction to the killing of an ethnic-Oromo shopkeeper by Amhara security forces.

Under the state of emergency, which entered into force on April 18, the federal government will maintain a heavy troop presence, including armored vehicle deployments, in affected areas. The military has also increased patrols and established checkpoints to enforce lockdowns in affected towns. Moreover, persons bearing arms are prohibited from traveling the Debre Sina-Kombolcha road. It remains unclear how long the directive will remain in force.

Tensions will likely persist across southern Amhara state and the Oromo special zone in at least the near term. Further bouts of violence are possible. Ongoing security operations may result in travel restrictions and short-term ground transport disruptions. Authorities could impose localized curfews to enhance security further.

Context

Tensions between the Oromo and Amhara communities have escalated since mid-March following the killing of an ethnic-Oromo in the Jile Timuga district. Regional security officials regularly accuse the Oromo Liberation Front-Shane (OLF-S) of attacks. The OLF-S is a break-away faction of the Oromo Liberation Front (OLF), which split off after the OLF signed a peace accord with the federal government in August 2018. The OLF-S remains active in the western Oromia and North Shewa zones of the Amhara Region.
