Demonstrations are possible in cities across Montenegro into at least mid-April in reaction to a draft law that aims to ease the process for obtaining citizenship. Opponents of the bill, who allege that the legislation is a government attempt to change the country's voter demographics in favor of the ruling party, staged protests in several cities on April 8, with rallies occurring outside the Parliament Building in Podgorica, as well as in the towns of Niksic, Cetinje, and Budva. Although demonstrators eventually dispersed without major incident following an announcement that the measure had been temporarily withdrawn, activists have pledged to organize new rallies if the draft legislation resurfaces.

Heightened security is likely during any future demonstrations that may materialize. Ground travel disruptions are possible in the vicinity of protests. Clashes between police and demonstrators cannot be ruled out.
