Context
South Sudan remains one of the most dangerous countries for aid workers. Although no known indigenous or international terrorist group operates in South Sudan, the country continues to experience sporadic armed clashes between government troops and opposition rebel organizations despite a significant increase from the widespread violence following the formation of a transitional government in February 2020. The violence occurs in much of South Sudan, including Eastern Equatoria, Upper Nile, Unity, and Jonglei states, and poses significant threats to humanitarian organizations working in the area. Armed groups typically target military convoys and positions, government personnel, private citizens, and property. Common tactics employed in such attacks include improvised explosive devices, complex ambushes, rocket and mortar fire, bombings, kidnappings, and armed assaults.
Advice
Exercise maximum caution if operating in Kapoeta region, including around government buildings, security installations, business, and financial centers, and NGO offices. Maintain contact with your diplomatic mission.
