Event
Further attacks are possible after three Russian nationals and two local police officers were reportedly killed by an improvised explosive device (IED) May 27. The incident occurred while the victims were traveling in an army convoy between Berberati and Bouar, northwestern CAR. The attack wounded four other people. There have been no claims of responsibility for the attack.
The incident underscores the persistent insecurity the CAR. Heightened security measures are almost certain in the area in the coming days.
Context
The security and political situations remain extremely poor; the level of fighting remains high in parts of the country since the 2019 peace accord, particularly in northwestern CAR. In Bangui, the situation remains fragile and could deteriorate with little-to-no notice. Outside Bangui, militias have continued to assert control by setting up roadblocks and committing acts of violence that have exacerbated ethnic tensions. Militants control approximately two-thirds of the country. Militia groups continue their attacks on government forces nationwide. CAR security forces have also continued to conduct operations across the country.
Advice
Liaise with trusted in-country contacts and monitor the situation closely. Maintain contact with your country's diplomatic mission if operating in the CAR. Keep away from locations where security forces appear to be deploying. Reconfirm all business appointments. Heed the instructions of local security personnel.
