Chad: Nationwide nightly curfew lifted May 2 amid continued uncertain security situation /update 4

The security situation will likely remain uncertain nationwide through at least mid-May due to the potential for opposition demonstrations and continued rebel activity. The lifting of a nationwide 20:00-06:00 on May 2 is unlikely to appease anti-government groups. The Transitional Military Council (TMC), headed by General Mahamat Idriss Deby, announced May 2 a transitional government to rule the country during the 18-month transitional period following the death of President Idriss Deby Itno April 20. A period of national mourning is in effect through at least May 4. Opposition political forces are opposed to the TMC rule and transition period and will likely organize additional protests and strikes. Opposition protests were recently reported May 1 in Koumra (Mandoul region) and Sarh (Moyen-Chari region). Security forces reportedly used live ammunition and tear gas to disperse crowds. Protests have been ongoing since April 27, including in the capital, N’Djamena. At least 650 people have reportedly been arrested during gatherings.

Clashes between members of the rebel group Le Front pour l'Alternance et la Concorde au Tchad (FACT) and the Chadian army have continued, with fighting reported April 30 in the Nokou region, located 200 km (125 miles) north of the capital. The situation remains unstable; FACT leaders have threatened to march on N'Djamena to depose the younger Deby.

Authorities will likely maintain a heightened presence in the capital and near all demonstrations in the coming weeks. Clashes between protesters and the security forces remain a persistent threat. Officials could tighten movement restrictions if the security situation deteriorates further in the coming weeks. Additional security patrols and checkpoints are likely in and on routes to and from the capital. Officials could also suspend communications in response to security assessments or incidents.
