Nepal: Student groups plan to protest nationwide through July 1

Student groups plan to rally across Nepal through July 1 over the dissolution of the House of Representatives. Disruptions possible.

Warning

Event

Student groups plan to rally across Nepal through July 1 to oppose the dissolution of the House of Representatives. The largest gatherings are likely in the Kathmandu Valley, including Kathmandu, Bhaktapur, and Lalitpur districts. Turnout is likely to be affected by ongoing COVID-19 gathering restrictions; participation in urban centers is typically higher. Previous rounds of related demonstrations in Kathmandu have involved thousands of people. Organizers do not typically publicize demonstration details in advance; gathering venues and timings are subject to change at short notice.

Security forces will almost certainly deploy to sensitive sites such as government buildings, political party offices, and rally venues, especially in Kathmandu. Clashes between police and activists could occur; authorities may try to break up more disruptive rallies. Police have dispersed protests with water cannons and arrested protesters during similar protests. Localized transport disruptions are likely near well-attended demonstrations. Business disruptions are also possible, especially if violence occurs.

Context

Demonstrators claim that the dissolution was politically motivated to keep Prime Minister K. P. Sharma Oli in power. President Bidya Devi Bhandari first dissolved the house Dec. 20, 2020. While the Supreme Court reinstated the house Feb. 23, Bhandari dissolved the parliamentary body again May 21, saying neither the government nor the opposition could prove a majority. New parliamentary elections will occur Nov. 12 and 19.

Advice

Avoid any protests due to possible clashes. Use caution if operating near potential gathering sites. Seek updated information on demonstration venues from trusted local contacts, as activists may not announce plans in advance. Plan for possible transport and business disruptions. If any violence occurs nearby, immediately depart the area and seek shelter at a non-government building. Heed all official security and transport advisories.
