At least 12 people were killed in a rebel attack early July 31 in the town of Mann located in the CAR's Ngaoundaye Subprefecture near the nation's border with Cameroon and Chad. According to authorities, the attackers were affiliated with Return, Reclamation, and Rehabilitation (Retour, Reclamation et Rehabilitation, 3R), a major rebel group operating in the area. Military officials have indicated that five government soldiers were among the dead and that 3R remains in control of Mann.
Context
In late 2020, 3R joined other rebel groups in forming the Coalition of Patriots for Change (Coalition des patriotes pour le changement, CPC), an umbrella group of rebel organizations that together control much of the country's territory. The CPC has been accused of serious human rights abuses and poses a major threat to civilians in its area of operations.
