Montenegro extends domestic COVID-19 countermeasures through at least Sept. 10; international entry restrictions remain in place.

Warning

Event

Authorities have extended COVID-19-related domestic restrictions until at least Sept. 10.

Domestic Restrictions
Businesses can operate subject to social distancing mandates, though customers will require a National Digital COVID Certificate or proof of full vaccination, recovery, a negative PCR test result no more than 72 hours old, or a negative rapid antigen test no more than 48 hours old to receive indoor service in some facilities, including catering establishments and nightclubs. A maximum of 100 people is permitted to gather in public. Mass gatherings can be held provided all participants possess a National Digital COVID Certificate or can otherwise prove they are fully vaccinated, have recently recovered from COVID-19, or can provide a recent negative test result. Individuals must wear protective face coverings in indoor and outdoor public spaces and maintain at least 2 meters (6.5 feet) of physical distancing.

International Travel Restrictions
All nonresident foreign nationals entering the country must present proof of vaccination or recovery, or a negative result from a recent rapid antigen or PCR test. Montenegrin citizens and residents may enter without such proof, though they must self-isolate for 14 days on arrival. All arrivals who have spent the previous 15 days in the EU, Albania, Belarus, Bosnia and Herzegovina, Canada, Israel, Kosovo, Moldova, Norway, Kazakhstan, Russia, Serbia, Switzerland, Ukraine, or the US may enter the country without providing proof of a recent negative test result but must then self-isolate for 14 days. Self-isolation can be ended after six days if individuals submit to a PCR test. Freight transporters and aircraft cabin crews are exempt from both testing and isolation requirements.

Authorities could reimpose, extend, further ease, or otherwise amend any restrictions with little-to-no notice depending on disease activity over the coming weeks.

Advice

Follow all official instructions. Abide by national health and safety measures. Reconfirm all travel arrangements. Consider delaying traveling if experiencing symptoms associated with COVID-19, as they may prompt increased scrutiny and delays. Liaise with trusted contacts for further updates and guidance. Maintain contact with your diplomatic representation. Ensure contingency plans account for further disruptive measures or extensions of current restrictions.
