Paraguay: Authorities ease some domestic controls and international travel rules related to COVID-19 effective Aug. 25 /update 41

Paraguay loosens certain domestic COVID-19 restrictions Aug 25; international travel restrictions also eased.

Effective Aug. 25, authorities in Paraguay have relaxed certain domestic COVID-19-related restrictions until at least Sept. 7. Travel restrictions have been eased for fully vaccinated travelers, who no longer have to quarantine on arrival. The measures are part of a plan to gradually lift COVID-19 controls.

The nightly curfew has been shortened by one hour and will run between 02:00-05:00. Restrictions for most businesses remain unchanged: they may operate during non-curfew hours, provided they comply with certain public health mandates such as social distancing. Certain designated essential businesses, facilities, and public agencies may operate 24 hours a day.

Gatherings in private homes can now occur with 25 people, up from 15 previously. Indoor events are now limited to no more than 200 attendees (up from 100), while outdoor gatherings may host up to 350 people (up from 150). Cultural and religious events are allowed at 50 percent of the venue's capacity. Group lessons at gyms, sporting venues, and academies can occur as long as participants adhere to social distancing rules. Individuals must wear facemasks in indoor settings, along public roads, and on public transport.

Travel Restrictions
Until at least Sept. 21, all travelers, including Paraguayan nationals, must complete a health form within the 24 hours before their flight to Paraguay. Additionally, all arrivals over the age of 12 must show proof of a negative PCR, NAAT, or LAMP test taken within 72 hours prior to departure, or an antigen test taken within 24 hours before departure.

Travelers who provide proof that they have received all doses of a COVID-19 vaccine at least 14 days prior to entering Paraguay are exempt from quarantine. Unvaccinated travelers, or those who do not have proof of vaccination, must complete a five-day quarantine. On day five, individuals must take an additional COVID-19 PCR test; if negative, they can end quarantine, and if positive they must remain in quarantine for at least seven additional days. Fully vaccinated travelers must also take an additional PCR test in an authorized lab five days from the date of their pre-travel test.

Authorities could reimpose, extend, further ease, or otherwise amend any restrictions with little-to-no notice depending on disease activity over the coming weeks. Officials could enforce highly targeted and localized measures in some communities.
