Officials will impose modified enhanced community quarantine (MECQ), the second tightest set of rules, in Metro Manila Aug. 21-31 amid ongoing COVID-19 activity. A nightly curfew of 22:00-04:00 remains in place; exceptions are likely for people seeking medical help, amongst others. Under the measures, food establishments may only offer takeaway and delivery services. Personal care services like beauty parlors remain suspended. Officials no longer require individuals to present quarantine passes when leaving home for essential reasons.

While other guidelines remain unclear, authorities will likely allow key industries like agriculture and construction to work on-site with full capacity; other sectors may operate with half their workforce. Cargo and freight services can operate. Officials are encouraging workers to telecommute as much as possible. Residents aged below the age of 18, above the age of 65, or individuals with health risks must remain at home. Nonessential businesses, like exhibitions and tourist attractions, remain closed. Gatherings are prohibited. Wearing both facemasks and face shields is compulsory in public spaces nationwide.

Increased security will probably remain in place across Metro Manila for the duration of the controls. Business and transport disruptions will likely continue. Authorities may introduce further restrictions at short notice depending on COVID-19 activity.
