Turkey: Flood-related disruptions continue in several Black Sea coastal provinces as of Aug. 17
Emergency response ongoing as of Aug. 17 after flooding in several Black Sea provinces, Turkey, results in casualties.
Event
Emergency crews are continuing their response to the aftermath of widespread flooding in Bartin, Karabuk, Kastamonu, Sinop, and Samsun provinces on the Black Sea coast as of late Aug. 17.
At least 78 people have died and more than 2,400 others have been evacuated from affected areas. Bozkurt District of Kastomonu, Ulus District of Bartin, and Ayancik District of Sinop are among the worst affected. Power outages are ongoing in several villages in Sinop as of late Aug. 17; however, no major communications disruptions are being reported in any of the affected provinces. Transport disruptions due to damaged roads and bridges also continue in some areas, including Kastamonu and Sinop.
Hazardous Conditions
Disruptions could persist for several days until the waters recede and structural repairs can be made. Floodwaters and debris flows could render bridges or roadways impassable, impacting overland travel in and around affected areas. Ponding on road surfaces could cause hazardous driving conditions on regional highways. Authorities could temporarily close some low-lying routes that become inundated by floodwaters.
Flooding could block regional rail lines; freight and passenger train delays and cancellations are possible in areas that see heavy rainfall and potential track inundation. Localized business disruptions are likely in low-lying areas; some businesses may not operate at full capacity because of flood damage to facilities, possible evacuations, and some employees' inability to reach work sites. Flooding may cause power and telecommunications disruptions and affect the quality of drinking water throughout the affected area.

Monitor local media for weather updates and related advisories. Confirm all transport reservations and business appointments before travel. Make allowances for localized travel delays and potential supply chain disruptions where flooding has occurred. Do not drive on flooded roads.
