Nepal: Nepal to hold events commemorating Constitution Day, Sept. 18-20

Nepal to hold events marking Constitution Day, Sept. 18-20. Tight security, disruptions likely; protests possible.

Informational

Event

Nepal will hold events marking Constitution Day, Sept. 18-20. Programs will occur at government buildings, including district headquarters, in Kathmandu, and other cities nationwide. Groups demanding constitutional reforms may stage demonstrations near official event sites or on prominent roadways, prompting transport and business disruptions, especially in the southern Terai region. Constitution Day is a national holiday; businesses, banks, educational institutions, and government offices will likely remain closed Sept. 20.

Security forces will probably deploy to guard official ceremonies and monitor large demonstrations, especially in Kathmandu and the Terai region. Authorities may implement road closures and traffic diversions around protest sites. Localized transport disruptions are likely during gatherings, especially if protesters march on or block roadways. Clashes may break out if police forcibly disperse any rallies. Mass arrests are possible if the police consider any protester to violate COVID-19 restrictions.

Context

Nepal adopted its first democratic constitution in 2015 after a prolonged conflict with Maoist rebels. However, the move accorded secular status to the traditionally Hindu country, centralized power in a federal structure as opposed to a provincial system, and imposed strict citizenship regulations that disproportionately affected some ethnic minorities living in border regions.

Advice

Avoid any official events or related protests Sept. 18-20 as a precaution. Confirm business appointments, road status, and transport reservations before attempting travel, and allow additional travel time to reach destinations, particularly in Kathmandu. Monitor local media for updates on protests and associated disruptions, as organizers may not announce details in advance. Heed all advice of security personnel.
