Authorities impose additional security-related restrictions in Kaduna State, Nigeria, due to insecurity from Sept 30.
Event
Authorities in Kaduna State have issued security-related restrictions statewide from Sept. 30 in response to the pervasive insecurity posed by criminal groups (also called bandits) in the region. Authorities announced that telecommunication services will be shut in select areas of the state without providing further details. In addition, the following measures apply:
Motorcycles (also called okada) are banned for commercial and personal purposes for at least a three-month period.
All commercial vehicles must be painted in black and yellow within 30 days from Sept. 30 while ride-hailing services must have black and yellow stripes.
The carrying of weapons is prohibited.
The selling of fuel in jerrycans is banned in Birnin Gwari, Giwa, Chikun, Igabi, Kachia, Kagarko, and Kajuru Local Government Areas (LGA).
Security measures previously implemented remain in effect, including the suspension of weekly markets in Birnin Gwari, Giwa, Chikun, Igabi, Kajuru, Kawo, and Kaduna North LGAs. The transportation of livestock into and outside the state remains prohibited while the transportation of firewood is banned.
Authorities will likely maintain a heightened security presence across the state so long as security operations targeting criminal armed groups continue. Authorities may erect security checkpoints, road closures, and temporary curfews, should further violent incidents occur. Anti-government protests in response to the measures are also possible.
Context
Officials in the northwest, including Katsina, Sokoto, and Zamfara, have implemented various restrictions recently in an attempt to curtail banditry and other criminal activity. Further measures are likely in the coming months as the security forces attempt to secure the region.

Plan for continued movement, business, and communication disruptions. Consider alternative modes of communication, such as satellite connections, for critical business operations. If operating in the area over the long term, do not discuss plans or travel routes publicly, vary routes and times of travel, and ensure the use of secure transport. Avoid all demonstrations.
