Russia: State Duma elections to be held nationwide Sept. 17-19

Russia will hold State Duma (legislative) elections nationwide Sept. 17-19. Authorities will likely implement increased security measures at campaign events prior to the vote and at polling stations on election days.

Transport disruptions may occur near campaign event venues and around polling stations during the vote. Demonstrations are also possible prior to and during the election. Russian police have a history of using force to disperse political rallies, especially those held by opposition parties. Security forces may use riot control measures, including tear gas and baton charges, during any move to disperse crowds of activists. Demonstrators may attempt to gather near government buildings. Any protests that occur could prompt localized business and transportation disruptions.

Context

The ruling United Russia (UR) party, which strongly backs the ostensibly independent President Vladimir Putin, is currently polling around only 34 percent, with the Communist Party of the Russian Federation (KPRF) polling in second place with around 30 percent. However, half of the seats in the State Duma are directly elected by their constituents with the other half being elected via party lists. As the largest party in the country, UR is able to field candidates in nearly every direct election constituency. Despite losing popularity nationally, UR is forecast to win over 80 percent of these direct vote districts and accordingly continue to dominate the State Duma.

The ballot takes place amid the COVID-19 pandemic and record high levels of voter apathy, both of which may negatively impact voter turnout. However, the introduction of e-voting is expected to at least partly mitigate this concern.

Exercise caution near campaign events, political rallies, and other large gatherings. Make allowances for possible localized transport disruptions near campaign events. Avoid any demonstrations as a precaution.
