Officials in Fujian Province are maintaining COVID-19 restrictions in Putian and Xiamen due to ongoing COVID-19 activity. As of Oct. 5, the government continues to designate Xinming Town, Xiamen, as a high-risk area. Authorities also classify five other areas in Xiamen and two in Putian as medium-risk. Previous medium-risk designations imposed in parts of Quanzhou and Zhangzhou have been lifted. Residents of designated locations and individuals with recent exposure to the communities must remain in their homes; exceptions may be possible for essential reasons. Authorities continue to close many nonessential businesses and restrict travel to and from adjacent communities. The duration of restrictions remains unclear, but authorities typically implement measures for two weeks from the most recent case of community transmission. Officials will likely continue to carry out several rounds of testing in high- and medium-risk areas before easing restrictions.

Officials in affected cities have closed several nonessential venues, such as cinemas, libraries, and museums. Schools in most affected areas remain suspended as of Oct. 5. Local authorities are also implementing traffic control measures between cities and districts in parts of southern Fujian.

Officials have instructed residents in the affected areas to avoid all nonessential activities and travel. Authorities require individuals in Putian to undergo COVID-19 tests within 48 hours before traveling to other locations in China. All individuals entering Xiamen Gaoqi International Airport (XMN) and passengers at Xiamen Railway Station must present a negative COVID-19 test taken within the last 48 hours before travel. Flights have resumed at XMN, though service disruptions are likely amid severely reduced demand. Provincial and municipal governments in other parts of mainland China may require individuals who have recently traveled to high- and medium-risk areas to undergo COVID-19 testing and/or quarantine.
