D.R.C.: Suspected ADF militants attack village in Irumu Territory, Ituri Province, Oct. 19, killing at least five people
Suspected ADF militants attack village in Irumu Territory, Ituri Province, D.R.C., Oct. 19, killing at least five people.
Event
Suspected Allied Democratic Forces (ADF) militants assaulted the village of Luna in Irumu Territory, Ituri Province, late Oct. 19. Attackers reportedly killed at least five people and set multiple houses on fire before military forces repelled the assault.
A heightened security presence is likely in the area over the coming days. Additional attacks targeting communities in Ituri Province are probable over the medium term.
Context
The incident highlights the persistent and elevated threat of militant violence in the eastern regions of the D.R.C.. Multiple armed groups operate there, notably ADF, an Islamist militant group with suspected links to Islamic State (IS). ADF operates primarily in North Kivu and Ituri provinces, and authorities have attributed dozens of attacks in the region in 2021 to the group.
Persistent violence has also led the central government to impose and regularly extend the State of Siege in Ituri and North Kivu provinces. Militants typically target military personnel, ammunition depots, political parties, and private citizens; fighters have also ambushed passengers and private vehicles on major roads. In some instances, militants have reconfigured hand grenades, mines, and other explosive devices into improvised explosive devices (IEDs) in combat areas.
Advice
If operating in the province, maintain regular contact with diplomatic missions, travel only in convoy, and avoid all travel after dark. Confirm that a thorough communication plan exists to ensure rapid accountability for all personnel operating in the eastern D.R.C..
