As of Oct. 18, Nigeria's chief of defense staff announced that the suspension of telecommunication services in the northwest in parts of Kaduna, Katsina, Sokoto, and Zamfara states, will remain in place until further notice amid ongoing operations. Parts of Niger State are reportedly also affected. The measure was initially enacted to stem kidnappings and killings carried out by armed groups, who allegedly use their mobile phones to prepare coordinated attacks and demand ransom payments. Military officials also indicated that armed forces have killed at least suspected 250 bandits and arrested 600 more since the shutdown began in September. Telecommunication disruptions cannot be ruled out in areas bordering the aforementioned states. Residents have been denouncing the measure claiming that they are no longer able to make warning calls when criminals attack.
Authorities will likely maintain a heightened security presence in the northwest so long as security operations targeting criminal armed groups continue. Authorities may erect security checkpoints, road closures, and temporary curfews, should the security situation worsen. Anti-government protests in response to the measures are also possible.
