Burkina Faso: Authorities end nationwide telecommunication suspension as of Nov. 30 /update 3
Authorities in Burkina Faso end nationwide telecommunication disruptions as of Nov. 30; further protests possible through mid-December.
Event
As of Nov. 30, authorities in Burkina Faso have lifted the suspension of mobile internet services following multiple protests in recent days denouncing the government and the French military. The telecommunications ban was reportedly due to legal provisions covering the "security of networks and services and the respect of obligations of national defense and public security".
Despite the resumption of telecommunications, the potential for further protest activity and associated unrest will remain through at least mid December. Should more protests occur, security forces will almost certainly deploy to monitor gatherings and localized transport disruptions would be likely. Clashes between authorities and protesters are possible if the latter refuse orders to disperse or are overly disruptive.
Context
Authorities cut mobile internet services Nov. 21 amid protests against the government and allied French forces after 49 military police officers and four civilians were killed on Nov. 14 in Inata. Hundreds of people gathered in Kaya, located northeast of Ouagadougou, Nov. 18-21 to denounce insecurity in the country, despite the continued involvement of French military forces in the region. Protesters prevented a French military convoy, bound for Niger, from passing through the area; confrontations between French forces and protesters left three people injured, Nov. 21.
Burkina Faso has experienced deadly militant attacks in recent months and mounting public anger over the apparent inability of the government and its allies to address the issue. Anti-government protests have increased in recent days and occurred in several areas. Protesters gathered in Ouahigouya Nov. 19 to condemn the rising insecurity in the country. Protesters engaged in a march and stay-at-home tactics to shut down schools and businesses. While most of the demonstrations have remained peaceful, confrontations with security forces have occurred. Further demonstrations are likely over the near term. Protesters may also increasingly focus on French military forces.
Advice
