China: Winter weather forecast in northeastern and southern regions through at least Dec. 1

Winter weather, including snowstorms, strong winds, and large temperature drops, is forecast to continue in several northeastern and southern provinces through at least Dec. 1. The China Meteorological Agency (CMA) has issued a yellow (second-lowest level on a four-tier scale) blizzard warning for central and eastern Heilongjiang, eastern Xizang, and western Sichuan provinces. Heavy snowstorms of 2-2.8 cm (0.8-1.1 inches) are likely in northeastern Heilongjiang. A blue cold wave warning is in place for northeastern and southeastern China where temperature drops of up to 10 C (18 F) are possible, especially in southeast Heilongjiang, southeast Jilin, and Zhejiang provinces.
Hazardous Conditions
Forecasts indicate that snowfall accumulations of 5-15 cm (2-6 inches) are possible in parts of central and eastern Heilongjiang and eastern Xizang provinces as well as the western Sichuan plateau; lesser accumulations could occur where sleet and freezing rain mix with the snow. Northerly winds of 20-49 kph (13-31 mph) are forecast to continue across much of central and eastern China in the coming days. Strong winds could cause blizzard conditions in these areas, while gusts could lead to periods of blowing and drifting snow. Heavy wet snow and strong winds could bring down power lines and trees with foliage; sporadic power outages are possible.

Inclement weather is likely to cause ground and air transport disruptions through at least Dec. 1. Authorities often close roads during blizzard conditions, and traffic and commercial trucking delays are possible along regional highways. Difficult and potentially dangerous driving conditions are also likely on secondary and rural roadways in the affected states as maintenance crews prioritize clearing major routes. Gusty winds may threaten to topple high-profile vehicles throughout the affected area. Rail transport interruptions can occur, particularly for regional intercity services. Flight delays and cancellations are likely due to ground stops and deicing operations at regional airports.

Monitor local media for updated weather information. Verify road conditions before driving in areas where heavy snowfall is forecast. Allow extra time to reach destinations in these areas and carry an emergency kit and warm clothes if driving is necessary, especially on secondary or rural routes that could become impassable.
