Iraq: Heightened security likely across Kurdistan amid student protests ongoing as of Nov. 24

Heightened security almost certain across Iraqi Kurdistan amid student protests ongoing as of Nov. 24; further unrest, disruptions likely.

Warning

Event

Heightened security is likely in urban centers across Iraqi Kurdistan over the coming days amid student-led protests across the region. The demonstrations began Nov. 21 to protest the Kurdistan Regional Government's (KRG) suspension of monthly stipends to students. Protests have since been reported in multiple areas, including Erbil, Kalar, Rania, and Halabja Nov. 24. In Sulaymaniyah, demonstrators blocked the main Kirkuk-Sulaymaniyah road and clashed with security forces in the city center Nov. 23.

Authorities will almost certainly maintain a heightened security posture across the region and deploy additional security forces to monitor any protests that materialize over the coming days. Likely protest locations include city centers, major thoroughfares, the offices of major political parties, and government buildings, including the Ministry of Higher Education and Scientific Research in Erbil. Localized ground transport and business disruptions are probable in areas affected by protests. Further clashes between protesters and security personnel are possible.

Advice

Avoid all protests. Do not attempt to cross any protest blockades. Monitor local media for updates on the status of roads as protest locations may not be announced in advance. Depart the area at the first sign of any confrontation. Plan accordingly for potential disruptions to ground travel in urban centers across Iraqi Kurdistan.
