Italy maintaining COVID-19 measures as of Nov. 9; domestic and international entry restrictions remain in effect.

Italy is maintaining measures imposed to combat the spread of COVID-19 as of Nov. 9.

International Entry Restrictions

Travel is permitted from EEA-associated states, and Australia, Bahrain, Canada, Chile, Hong Kong, Israel, Japan, Jordan, Kosovo, Kuwait, Macau, New Zealand, Qatar, Rwanda, Saudi Arabia, Singapore, South Korea, Taiwan, the U.A.E., the UK, Ukraine, Uruguay, and the US.

Arrivals who have only visited EEA-associated states in the previous 14 days must possess proof of vaccination against, recovery from, or a negative test result for COVID-19 taken in the 48 hours before arrival; this can be in the form of an EU Digital COVID Certificate or Italian Green Pass. Travelers unable to meet any of these requirements must enter self-isolation for five days on arrival and submit to a test at the end of the isolation period.

Travelers who have visited the US, Canada, or Japan in the previous 14 days must possess proof of vaccination or recovery from COVID-19 in addition to a negative result from a COVID-19 test taken in the 72 hours before arrival. Travelers who have visited any other permitted location in the previous 14 days must possess proof of vaccination against COVID-19 in addition to a negative result from a COVID-19 test taken in the 72 hours before arrival. For travelers from the UK, the test must have been carried out 48 hours before arrival. Travelers unable to meet any of these requirements must enter self-isolation for five days on arrival and submit to a test at the end of the isolation period.

Travel from other locations is prohibited for non-Schengen citizens or family members unless conducted for study, proven work needs, or urgent health or family reasons. Permitted arrivals must possess a negative result from a COVID-19 test taken at most 72 hours before arrival, self-isolate for 10 days on arrival, and submit to a further test at the end of the self-isolation period; some exceptions apply. Except for San Marino and Vatican City, all permitted arrivals must fill out a digital passenger locator form before arrival, available by clicking here. Additionally, transport and health workers in transit through Italy and those staying in Italy for less than 120 hours for work reasons are exempt from testing and isolation requirements.

In addition, authorities have established "COVID-free travel corridors" that allow for returning residents of Italy to forego quarantine. The travel corridor includes Aruba, Maldives, Mauritius, Seychelles, Dominican Republic, and Egypt (Sharm El Sheikh and Marsa Alam). Residents returning from these locations must now show their Green Pass, and a negative test result no more than 48 hours old upon boarding their flight. An additional test must be taken on arrival if the traveler has been abroad for more than seven days.

Domestic Restrictions
A national state of emergency is in effect until Dec. 31. Domestic regions are classified according to a color-coded COVID-19 tracking system. The tracking system consists of four color-coded levels - red, orange, yellow, and white - in order of decreasing infection risk. Officials designate each of the nation's regions as being at one of the four levels based on the local infection rate, hospitalizations, and intensive care unit occupancy, with local restrictions imposed accordingly. As of Nov. 9, all regions are designated as white. In white-level regions, most nonessential businesses may operate. Social distancing must be observed. Facemasks must be worn in indoor public spaces, including stores and shopping centers. They may be removed once seated in a catering establishment.

A digital Green Pass confirming the individual is vaccinated against, recovered from, or recently tested negative for COVID 19 is currently required to access several cultural and leisure facilities in addition to indoor catering services. The pass is required to board flights and coaches, as well as intercity and high-speed trains. A Green Pass is also mandatory for employees to enter their workspace as of Oct. 15. Authorities could reimpose, extend, further tighten, or otherwise amend any restrictions with little-to-no notice depending on disease activity over the coming weeks.

Follow all official instructions. Abide by national health and safety measures. Reconfirm all travel arrangements. Consider delaying traveling if experiencing symptoms associated with COVID-19, as they may prompt increased scrutiny and delays. Liaise with trusted contacts for further updates and guidance.
