Montserrat: COVID-19-related domestic measures and international entry restrictions remain unchanged as of Nov. 1 /update 22

Event

As of Nov. 1, authorities in Montserrat have opted to maintain COVID-19-related restrictions as they have been since early October; the last round of updates at that time provided for the entry of fully vaccinated noncitizens and nonresidents for tourism and other purposes. Previously, nonresident foreign nationals had been largely restricted from entry regardless of vaccination status. A more detailed listing of restrictions is as follows:

International Entry Restrictions
Entry is now permitted for Montserratian citizens, permanent residents, and fully vaccinated nonresident foreign nationals. Business travelers, technicians, disaster aid workers, and persons traveling for legal purposes are also allowed to enter regardless of vaccination status, though they may need to secure special permissions. Aircraft and ship crew members are exempt from most entry restrictions.

Travelers permitted to enter Montserrat must submit an access declaration form at least 72 hours before travel. Travelers must also present a negative result from a COVID-19 test taken within five days before arrival. Minors under the age of five are exempted from the pre-arrival testing requirement.

Most unvaccinated or partially vaccinated arriving travelers must also get tested within 24 hours after entry and self-quarantine for 14 days from the date of entry, as well as test negative between 12 and 14 days after arrival. Minors under 18 are exempt from the testing-upon-arrival requirement, while minors under two are also exempt from the final test between days 12 and 14.

Most fully vaccinated travelers must adhere to a shorter quarantine period of five days and must test negative between three and four days after arrival. Those in quarantine may be required to wear an electronic monitoring device for the duration of their isolation. Minors under two are exempt from the testing requirement between days three and five.

All testing and quarantine requirements are likely to last through at least Nov. 30.

Domestic Measures
Minimal domestic restrictions are in place on Montserrat. Gatherings are limited to a maximum of 75 people, though exceptions apply in certain locations such as airports, schools, and places of religious worship. All businesses, schools, and religious establishments have resumed operations; however, long-standing pandemic-related protocols for businesses and various facilities will remain in effect until further notice. Establishments must enforce social distancing measures, use enhanced sanitization procedures, and comply with other sector-specific measures. All persons are required to wear protective face coverings in public and business establishments.

Authorities may amend travel and business restrictions with little-to-no notice depending on COVID-19 activity.
