Officials in Hanoi are continuing to enforce COVID-19 restrictions as of Jan. 10. Authorities allow local bodies governing communes, wards, and townships to enforce varying measures in areas depending on disease activity. Restrictions on nonessential activities, including commercial activities and transport, are possible in high-risk locations. Authorities may enact other restrictions, such as banning large gatherings and events, especially if there are additional outbreaks.
In areas where COVID-19 activity is low or non-existent, officials will likely enforce limited measures. Shopping malls, retail establishments, and business activities on e-commerce platforms likely can operate. Stores and companies providing essential goods and services like markets, banking, and logistics can probably open. Eating establishments likely allow dine-in services but at limited seating capacity. The city government has allowed students in grades 10-12 to resume classes; the city continues to prohibit classes for other grades. Public transport, including bus and taxi services, continues to operate at 50-percent capacity. Authorities likely require people who test positive and close contacts to home quarantine for a period of time.
Officials continue to encourage residents to limit travel to other localities outside of Hanoi. Intercity bus services have resumed. Rail services between Hanoi and Ho Chi Minh and Hanoi and Hai Phong are in operation. Hanoi has resumed air travel with Ho Chi Minh and Da Nang. Authorities are enforcing varying requirements for domestic arrivals depending on their departure location. Fully vaccinated arrivals from level 4 localities must undergo a PCR test on arrival and self-isolate at home or at an accommodation for seven days; unvaccinated travelers must isolate at home for 14 days and undergo PCR tests on days 1, 7, and 14. Fully vaccinated passengers from level 1 and 2 localities are exempt from quarantine and testing requirements.
