Major protests are likely across Peru through at least March 21 following a controversial March 17 court decision ordering the release of former president Alberto Fujimori, who had been imprisoned on charges related to human rights abuses and political corruption. Organizers have called on activists to gather at the Plaza San Martin in Lima and in front of the Judicial Branch building near the intersection of Avenida el Sol and Calle Ayacucho in Cusco the evening of March 17; additional spontaneous demonstrations are likely, especially in major cities such as Arequipa and Tacna. Authorities will almost certainly deploy a heavy police presence near any protests that may materialize; clashes between demonstrators and police cannot be ruled out. Transport and business disruptions are likely near any demonstrations.

Context

Fujimori was issued a pardon in December 2017, setting off major unrest across Peru. However, the former president returned to prison shortly thereafter when a court found that the pardon was improperly issued. The March 17 court ruling reinstates the pardon and orders Fujimori to be released once again, making it likely that the 2017 unrest will be repeated.
