Event
Authorities will allow fully vaccinated travelers from all locations to enter Singapore without applying for entry approvals and undergoing on-arrival quarantine and tests under the new Vaccinated Travel Framework (VTF) from 23:59 March 31. The VTF replaces all existing vaccinated travel lane (VTL) schemes, which currently allow quarantine-free travel for fully vaccinated individuals to and from several countries.
Additionally, the government will increase the maximum capacity for on-site activities at workplaces from 50 to 75 percent from March 29. The maximum limit for gatherings and household visitors at any one time will be increased from five to 10 people.
Domestic Measures
Officials will also increase the cap for events with more than 1,000 attendees from 50 to 75 percent of the venue capacity, provided that participants wear facemasks from March 29; events with less than 1,000 people remain free from capacity limits. The government will no longer require people to wear facemasks when outdoor from March 29; facemasks will remain mandatory in indoor locations.
Authorities continue to bar unvaccinated people from dine-in services and facilities like malls and large standalone stores. Essential services can continue to operate on-site with full staffing.
International Travel Restrictions
The government requires arrivals, except Singapore citizens and permanent residents (PRs), to be fully vaccinated. All incoming passengers, including Singapore citizens and PRs, must obtain a negative result from an ART or PCR test within 48 hours before departure. Effective 23:59 March 31, entrants who are not considered fully vaccinated but can still enter Singapore must serve a stay-home notice (SHN) at either their residence or a designated facility for seven days and undergo a PCR test at the end of their SHN.

Abide by national health and safety measures. Reconfirm all travel arrangements. Consider delaying traveling if experiencing symptoms associated with COVID-19, as they may prompt increased scrutiny and delays. Liaise with trusted contacts for further updates and guidance. Maintain contact with your diplomatic representation. Ensure contingency plans account for further disruptive measures or extensions of current restrictions.
