Protests and clashes are likely to continue in the Challhuahuacho District, Apurimac Department, through at least early May due to an ongoing conflict between residents in the area and the Las Bambas mining company. Residents of Fuerabamba and other nearby localities have attempted, and at times managed, to enter areas that belong to the mining company. The National Police has clashed with the civilians, including using tear gas. Residents in the area have said they plan to continue attempting to enter the areas and permanently shut down the mining operations.

The national government has declared a 30-day state of emergency for Challhuahuacho and Coyllurqui districts, allowing the National Police to enforce control in the area, and restricting several constitutional rights such as freedom to assembly and freedom to transit.

Heightened security in the area is likely for the coming days, including in the town of Challhuahuacho. Clashes between police and demonstrators are highly likely, as are acts of violence and looting. Road closures and business disruptions are likely.

Context

Residents of the Challhuahuacho District have occupied areas that belong to the Las Bambas mining company since at least April 14, forcing the company to temporarily halt operations. Tensions escalated in late April, with more than 50 people injured as a consequence of clashes with police. Businesses have closed their doors in Challhuahuacho on several occasions as the protests expand.
