Singapore: Authorities to relax most COVID-19-related domestic restrictions from April 26 /update 65

Singapore to ease most remaining COVID-19-related domestic restrictions from April 26. Pre-departure test requirements also to be eased.

Singapore authorities will lift most remaining COVID-19 domestic restrictions from April 26. Officials will lift gathering restrictions for groups as well as at residences. Social distancing will no longer be mandatory. All workers will be allowed to return to work; employees must wear facemasks at work if working directly with clients or other employees. Officials will lift capacity limits for most venues, including events with more than 1,000 people. Entertainment venues where dancing occurs must maintain a 75-percent capacity limit. Officials will no longer use contact tracing measures, notably TraceTogether and SafeEntry, at most events; contact tracing will only be implemented at events with more than 500 people. Facemasks will remain mandatory in indoor locations, including public transport, though authorities do not require people to wear them outdoors. Officials will also allow fully vaccinated travelers and unvaccinated children aged 12 years and younger to enter Singapore without a pre-departure test.

Domestic Measures
Officials have allowed most establishments to reopen, including some entertainment venues; officials require individuals visiting entertainment venues where dancing is occurring to provide a negative rapid antigen test before entering.

Authorities continue to bar unvaccinated people from dine-in services and facilities like malls and large standalone stores. Essential services can continue to operate on-site with full staffing.

International Travel Restrictions
The government requires arrivals, except Singapore citizens and permanent residents (PRs), to be fully vaccinated. Officials allow passengers entry under the Vaccinated Travel Framework (VTF), under which arrivals do not need to apply for permission to enter as well as undergo on-arrival quarantine and testing. Unvaccinated arrivals must obtain a negative result from an ART or PCR test within 48 hours before departure. Entrants who are not considered fully vaccinated but can still enter Singapore must serve a stay-home notice (SHN) at either their residence or a designated facility for seven days and undergo a PCR test at the end of their SHN.

Abide by national health and safety measures. Reconfirm all travel arrangements. Consider delaying traveling if experiencing symptoms associated with COVID-19, as they may prompt increased scrutiny and delays. Liaise with trusted contacts for further updates and guidance. Maintain contact with your diplomatic representation. Ensure contingency plans account for further disruptive measures or extensions of current restrictions.
