South Sudan: Additional fighting likely between military and SPLA-IO in Upper Nile and Unity states following clashes April 8

Further clashes likely between military and SPLA-IO in Upper Nile and Unity states, South Sudan, after fighting around Mirmir site April 8.

Informational

Event

Additional clashes between government forces and the rival Sudan People's Liberation Army - in Opposition (SPLA-IO) are likely in some Upper Nile State and Unity State areas over the coming weeks following fighting around the Mirmir cantonment site in Unity State April 8; fighting was also reported in Upper Nile State in March. The recent clash occurred despite President Salva Kiir and Vice President and SPLA-IO leader Riek Machar's agreement to resume talks about integrating their rival forces under a unified command April 3.

Kiir-aligned authorities will almost certainly maintain heightened security, including checkpoints and road closures, in the affected areas in the coming weeks. SPLA-IO forces will probably also conduct increased patrols. Any clashes are likely to disrupt transport in the area, especially on roads connecting local townships.

Advice

Consider deferring nonessential travel to the affected areas until tensions and the risk of fighting subside. Reach out to trusted local contacts to determine security conditions, as reporting is often delayed. Carry proper identification documents to present at security checkpoints and heed all instructions issued by security personnel; remain cooperative if stopped for inspection. If operating in the affected regions, maintain heightened vigilance and contact with your diplomatic mission.
