Heavy rainfall and thunderstorms are forecast to continue across much of Oman through at least July 10. Thunderstorms may be accompanied by strong wind gusts, lightning, and possible hailstorms. Heavy downpours could trigger flash flooding in dry river beds, as well as flooding in some low-lying and urban areas. Dust storms are possible in desert areas and strong winds and rough seas are likely in coastal regions.
Oman's Directorate General of Meteorology has forecast a possibility of isolated heavy rainfall across Oman July 8-9, as well as possible thunderstorms over the Al Hajar Mountains and surrounding areas of northeastern Oman and extending to desert areas of Ad Dhahriah and Al Wusta governorates. Winds could cause dust storms in desert areas and waves of up to 4 meters (13 feet) are possible along the Arabian Sea coast. A weather alert has been issued for isolated heavy rainfall and thunderstorms over Ad Dakhiliyiah, Ad Dhahriah, Al Batinah North, Al Batinah South, Al Wusta, Ash Sharqiyah North, Ash Sharqiyah South, Dhofar, Muscat, and parts of Musnadam governorates. Rainfall totals of 3-8 cm (1-3 inches) and winds of 40-80 kph (25-50 mph) are possible in the affected areas. Officials could update and possibly extend the coverage of weather alerts over the coming days.
Recent adverse weather since July 5 is causing disruption in several parts of the country. Authorities reported three fatalities due to flash flooding in the Al Rustaq area of Al Batinah South Governorate July 7. Another flood-related fatality was reported in Ad Dhakiliyah Governorate and another person is missing after being swept away by flood waters in the Ibra area of Ash Sharqiyah North Governorate. Flooding has been reported across multiple governorates as of July 8, including parts of Muscat, and emergency services have responded to hundreds of calls for rescues and other interventions. A portion of the Wadi Al-Sahtan road in Al Rustaq has been damaged due to the adverse weather and many other roads across affected areas have been inundated or damaged by flooding.
Hazardous Conditions
Sustained heavy rainfall could trigger flooding in low-lying communities near rivers, streams, and creeks. Urban flooding is also possible in developed areas with easily overwhelmed stormwater drainage systems. Sites located downstream from large reservoirs or rivers may be subject to flash flooding after relatively short periods of intense rainfall. Landslides are possible in hilly or mountainous areas, especially where the soil has become saturated by heavy rainfall.
Authorities could issue mandatory evacuation orders for flood-prone communities over the coming days. Disruptions to electricity and telecommunications services are possible where significant flooding or landslides impact utility networks.
Due to the arid nature of the region and poor stormwater management in some urban areas, even minor rainfall accumulations could quickly result in episodes of flash flooding. Flooding is possible in streams and wadis (dry riverbeds). Significant rainfall may be preceded by moderate winds and dust storms, though some areas - particularly desert areas - may experience high levels of dust without rain.
Transport
Floodwaters and debris flows may render some bridges, rail networks, or roadways impassable, impacting overland travel in and around affected areas. Ponding on road surfaces could cause hazardous driving conditions on regional highways. Authorities could temporarily close some low-lying routes that become inundated by floodwaters.
Severe weather could also trigger flight delays and cancellations at airports in the affected areas. Authorities may temporarily suspend port operations or close beach fronts along the Arabian Sea and Oman Sea coats if strong winds trigger hazardous sea conditions. Flooding could block regional rail lines; freight and passenger train delays and cancellations are likely in areas that see heavy rainfall and potential track inundation.
Localized business disruptions may occur in low-lying areas; some businesses might not operate at full capacity because of flood damage to facilities, possible evacuations, and some employees' inability to reach work sites.
Advice
Monitor local media for weather updates and related advisories. Confirm all transport reservations and business appointments prior to travel. Make allowances for localized travel delays, as well as potential supply chain disruptions, where flooding has been forecast. Do not drive on flooded roads. Charge battery-powered devices in the case of prolonged electricity outages.
